United States: Signature of an online deal between Nevada and Delaware
The date of February 25th of this year will leave a lifetime mark on the story of online poker in the United States. Effectively, its on this historic date that the Governor of Nevada, Brian Sandoval, and his counterpart in Delaware, Jack Markell, signed the agreement allowing the sharing of liquidities between both States. A one-year debate was necessary to this Interstate project succeeding; and a priori, its about a symbolic deal, given that the number of players in Delaware is relatively weak. The impact of such agreement at the financial level is thus lesser. However, it gives more freedom to players and more advantage to operators. European countries such as France, Spain and Italy could also imitate this example of Nevada and Delaware, in order to boost their market in full crisis.
Technical approaches aiming at enforcing the clauses of this agreement have already begun. To start with, operators should hold a license delivered by the two regulators, in order to be able to benefit from the sharing of liquidities. But the article V of this Online Poker Report specifies that later, its enough to be recognized in Delaware or in Nevada to be able to receive players coming from these two countries. Besides, the enforcement of this deal will give birth to a regulator named Multi-State Internet Gaming Association. Let us note that this agreement is open to the other States, especially in New Jersey which has already regulated the online poker, and in California which is currently examining the file. For your information, the Poker Players Alliance with the support of several legislators has presented two new bills aiming at legalizing the Californian market.
