The new decree on gambling clubs to come into force by January 1st, 2015 - France
The judicial case involving two famed Paris-based gambling clubs, Aviation Club de France and Cercle Cadet, is expected to be over in the coming weeks with the imminent ruling of a new decree which will regulate services within gambling clubs. Recall that both facilities have been placed under judicial supervision, the ACF being in September and Cercle Cadet, in October. Many are poker fans who are eagerly waiting the day when these French gambling clubs reopen their doors, and particularly the time when they rerun internationally-renowned poker tournaments. After weeks of waiting, the decree amending the aging legislation on gambling clubs in France has just been passed. It was published on the States Official Newspapers dated Saturday, December 20, 2014. The new decree actually puts all gambling clubs under the same legislation as that of casinos. It will come into force by January 1st, 2015.
The said decree on gambling clubs was accompanied by a ministerial order signed by Minister of Interior, Bernard Cazeneuve. It emphasizes a much tougher control of operating conditions in any gambling club; it also highlights a certain reinforcement of a legal framework (the same as that in force in casinos) for committee members and employees. Apart from that, the decree includes other similar measures in casinos such as the implementation of an identity control system and a video projection system with a sound recording device for gaming rooms and table games entrances. Note that the decree also requires an expected figure on Gross Gaming Revenue established by the club prior to operation.
