Liberalization of online gambling: France among the last country to adopt it
For more than three years, France has been accused to unduly block the access of its market with regard to the sports betting, the poker and the other online gambling sectors. On its side, Brussels made this fight a true crusade for the liberalization of the French market of gambling. The French State is blamable to unduly protect the monopoly of La Française des Jeux (FDJ) and the PMU on the sports betting. The conflict between Brussels and France is not recent, this last is accused since 2006 by the European Commission to abuse the general principles, like the protection of minors and to make hermetic to foreign operators the access to its national market of sports betting. The EC dictated to France the concurrence in its online gambling, on its side, Brussels wants to make the deaf person ear. A normal reaction when we known that La Française des Jeux and the PMU are sources of considerable tax entry.
If all things happened as envisaged, France should already have opened its market since January the 1st, 2010, but the bill on sports betting of la Française des Jeux, the PMU and the poker must pass in front of the Senate from February the 23rd. The text which already obtained the agreement of the Parliament on October the 13th, 2009, but must pass in front of the finance committee of the French National Assembly on Tuesday the 19th, January. The government would like that this legislation would be operational for the world cup in South Africa but the Left is opposing, whereas the 20,000 illegal sites are potential legal operators. Compared with its European neighbors, France has a big delay in terms of legalization of online gambling.
