Online Games: How to better legitimize the 2,700 illegal sites in France ?

A study conducted by the General Delegate of Online Fair Games in France reveals an impressive number of illegal online gambling websites, including poker sites. They would be 2,700 to be operational on French territory. We understand the government's haste to put them on the path of legality. They represent provisionally several hundred million Euro of turnover to legalize in 2011 and a shortfall of 34 million Euro in tax revenues. And these figures are still likely to increase if the new offerings from liberalization of the market will not prove more attractive than those which currently exist.



The problem revealed by the study about the risks inherent inefficiency of government measures is too high degree of repression included in them. An inventory of the black market of poker, online casino ans sports betting indicates that about 2 million players are active on illegal sites, representing some 112 million Euro of taxes which escape the public treasury. Logically, the parliament should make an effort to mitigate the situation to allow future bids to be more attractive because it is the only requirement to invite players to consent in the formal sector. What is particularly expected is the easing of fiscal constraints imposed for future legal operators because otherwise, they will only submit to conditions that players will surely escape many of them in which case neither operators, nor the State won't receive profit.
