French online gambling: Pre-scope statement visible on the new site of ARJEL

The bill on the opening of the French market of online gambling, poker and sports betting is on track even if it has not yet received full approval. A draft of the scope statement which the holders of the future licenses must comply with French has just been published. But meanwhile, that specification must be validated by a joint decree of the Minister of Interior, the Minister of Budget, the Minister of Agriculture and the Minister of Sports. These documents are visible to consultation on the website of the Regulatory Authority of online games (ARJEL). The 37 pages document lists the main conditions to fill and the process of the application for approval, information relating to the fight against the fraudulent or criminal activities as money laundering and diversion of these funds to other illegal purposes, those concerning the fight against compulsive gambling or pathological condition or description of the « architecture of information system » of each operator candidate.



The ARJEL will grant a license for five years renewable for each of the three categories of games: horse bet, bet spoting and poker. But as outlined in the Department of Budget, « these documents are still subject to change until the final adoption of the text of Bill and the publication of the all of its implementing legislation ». « With the liberalization of the sector, the turnover of the French market for sports betting could soar to 800 million by 2010 and 1.4 billion Euro in 2011.
