Russia: Casino’s operating reserved for four regions only
Like in many countries, Russia has just modified its legislation about gambles and casinos. From July the 1st, only four regions, all are at least located at 1,000 km from Moscow : Kaliningrad extreme west of the country, Azov-City in the South, the region of Altaï in Siberia and that of Vladivostok, far East, will be the sites able to receive these firms. “Gambling and betting are like intoxication by alcohol of the population, which bring moral and material damage”, Vladimir Poutine said four years ago when he proposed this government bill. And in 2006, the Douma, Russian Parliament’s deputy Chamber passed it.
With the coming into force of this law, casinos and gaming rooms proposing slot machines, black jack, bingo, poker in Russian big towns are forced to close down. In Moscow, 524 casinos and gaming rooms and 109 firms in Saint-Petersburg are concerned by this activity interruption. With them, employees in these rooms, croupiers, barmen, persons in charge of rooms … will be out of work. They have to leave so their high salaries around €570 to €1,420 per month if this country citizens earn in general €415 on average. “These regions designated for casinos’ setting up are not ready yet”, casinos operators assert. But this situation will certainly change in the course of time. If the poker club’ creation is already evoked for palliating this emptiness, Russian police gets ready too to track them as soon as there is a question of money. The “dachas”, these apartments used as gaming rooms during Soviet period could appear again.
