French government bill about online games: Brussels expresses its critics
The French government’s bill about online games that the State gets ready to propose to the parliament for election could have some modifications. The European Commission has just given indeed its remarks and conjures up some points which are not compatible with the European texts. Facing these critics, The French prime minister, François Fillon and his government has to rectify its position in this bill sighting a controlled opening of the gambles market and the online casino, putting so an end to the Française des Jeux’s monopoly in the sector, but only on internet. According to the European Commission, it is the principles of the free operators’ establishment and the free service performance which are not consistent with the legislation of the countries members of the Union.
With this position of Brussels, the European club of games’ alternative operators or EGBA didn’t take a long time insisting on the subjects that they consider as problematical. It criticizes so the limitation of the market of games opening only for online activities, the maintenance of horse-bets as mutual bets, limitation of the rate of return for gamblers… French Parliament foresaw an examination of this law concerning online games and sporting bets on next autumn in order to apply it from January the 1st of 2010. But such remarks of Brussels is completely normal because the directive 98/34/EC of European Union specifies that “Countries members have to notify to the European Commission and to the other states government bills concerning products and services in the Society of Information before passing them”.
